the tor client is free, you can download it yourself and check out what is down in deep web, but there isn't much. as always, seeding dealings require trust. trust on the side of both parties, so just as a person wandering around down there, you arnt going to find much. the hidden wiki for example.
there was a story a while back going around the seeder parts of the internet to the tune of the government was attempting to de-code deepweb traffic by having a large number of the nodes, but i think it was proven mathematically that the only way you could do that was if you have over 90% of the system nodes. and since anyone can set up a node or be a node, its essentially impossible.
