Ceres Lights Explained?
 
Weird spots on dwarf planet Ceres start to come into focus - CNET

While it very well could be ice...if you look at the spot it doesn't change with the rotation. Wouldn't it?

Not sure what you mean, but considering that, at that distance from the sun and based on its rotational speed, the ice may not get a chance to "melt" or evaporate. All spots I see seem to follow predictable paths. My 2c anyway.
