I generally shun social network tie ins as well.
But I took the time to check this one.
Rather than setting a cookie that you voted, which can be circumvented to allow multiple votes per person simply by clearing the cookie or using a different browser, they are using the FB id to prevent "stuffing the box".
That's it, you are not liking anything or giving permission for any access.
About as benign as you can get.
After voting there is an optional Chase opinion poll which you can simply decline with no additional nag.
