It wasn't easy.
Most would find it a boring story. Perhaps I could have fought it a bit harder but I had turned 60 and had 30 good years with it.
I will say for a small town shop with a 400 firearms inventory (all used, I don't think there was a new one in the place) they made an incredibly thorough inspection. Between two agents, they must have spent 70 man hours in the store.

Anomalies in record keeping. Or the forms were not filled out to snuff. It takes quite a bit of doing to get them to pull a license.

About 80/year, out of 140,000. They did their best to make me feel special.

Since the original poster gave no info I.E. is he sending or getting a firearm then there are some issues. If getting a gun, that requires a FFL then get one close by so you can talk with them, etc. If you are sending and you cross state lines then you need the FFL to be at the other end. If the other person is in CA then get the local or close by FFL to handle the in state transfer. If the gun in question CAN NOT use or be converted to use a cartridge such as a muzzle loader then no FFL is required in most cases, even CA although I am not sure about DC, NJ and some other places so again a close by FFL would know.

I'm wondering if a retired LEO can buy a gun out of state that is banned in CA thru a CA FFL. It has a large capacity magazine, forward grip, folding stock and a flash suppressor.

You would have to check with a FFL that knows the rules and have that person give a copy of whatever the CA laws say. If the buyer is out of state and not a CA resident then THAT state's FFL is in charge. If the buyer is in CA and a CA resident then the CA FFL is in charge. The magazine is probably a non issue here, sell/buy the gun without the magazine(s). There are still companies that sell magazine "parts" and you can assemble your own I.E. Black Dog sells the parts and if you want to live dangerously you can cut off the "stopper" that limits the number of rounds to 10 and the default is then 30 rounds.

These are some of the reasons why I only shoot muzzle loaders........

That's why I am posting the question. 10 calls and no FFL I contacted does out of state transfers and would not give me a referral to one that did. They were pretty much closed mouth and 2 actually hung up on me.

Methinks that something goofy is going on in CA FFL world.
