Sooo I bought one of those GovPlanet HMMWV's

And was completely ripped off. If you're not familiar with them, a simple google search will pull them up.
If you're interested in one, do not it. They do not allow on site inspections, instead they'll offer detailed inspection reports with an "IronClad Assurance" which is some sort of their insurance. However, their pictures of the trucks will purposely hide damage, the inspections are sloppy, and done in haste.

I waited 2 months for a background check to clear, and come to pick up the truck. It has three flats, broken lights, dented frame/oil pan, cracked crossmember, non disclosed body damage, and parts missing.

Their IronClad Assurance stated all the damage is normal wear and tear for the item, and since the missing parts did not make it pass the 750$ claim deductible.

Bummer, hopefully, most of the issues are relatively easily fixed. Good luck.

Yep most of the issues are simple, the cracked crossmember is going to be a pain, but I love this truck.

Pretty much, a SHTF truck. mechanical fuel injection, and very little electronics that make the truck move.

trucks in my condition that have fully disclosed issues go for 5/6. I paid double that

Every time I look at gov auctions it always seems like they're only selling garbage they don't want to fix and it's going for more than I could get one of whatever in better condition commercially. Lots of rusty 1982 forklifts parked in the weeds and that kind of stuff.

A former employer wanted one of those, so being the car nut, I got the task of looking around and vetting some examples.

One person in particular advised that if he was going to buy one, he may as well buy two because he's going to need the parts just to keep one going.

Short answer, yes. Legal answer is no. I signed a contract that it will be used for off road use only. However, I will be issued a SF-97 "military title". It'll be a farm truck so either way it doesn't matter, and I don't feel like losing my new toy on a breach of contract technicality... ha ha ha

I don't think you would need two. The power-train is all gm; 6.5l non turbo diesel "the generation before the Duramax", a very simple TH400, and various parts robbed from GM's parts bin. It's almost like working on a 924... ha ha ha
A lot of the parts are surplus'ed as well, so it's ridiculously cheap to find OEM. They're actually pretty cool to work on, and the engineering is neat to look at it.
