Laptop battery, says it is plugged in, not charging
If I use it not plugged in, the battery will run down some, but until very recently, it would charge to 100%. If I plug it in, it says plugged in and charging, until it gets to about 75%, then it says plugged in, not charging.
Does this indicate the battery is starting to go bad?

Looks like it is reaching the charge cutoff voltage at 75% of original capacity. If that 75% number keeps getting lower, then definitely yes you need a new battery.

Could be. How old is the battery? How long does the battery last unplugged?

Sometimes the power management gets a bit borked.
Google the model and power manager reset.

Lithium battery, still won't go about 78% which is a couple hours not plugged in before it complains about it. Did the fix the charging software deal, so I guess 2 years is how long this battery lasted before starting to degrade.
