If I am an FFL in another state and want to ship to an FFL in CA I have to call the CA DOJ to get the super secret password pass that word onto the CA FFL who then has to repeat that word to the CA DOJ when registering the gun. That is one reason why FFL's outside of CA won't deal with CA.

Methinks that something goofy is going on in CA FFL world.

Check the GunBroker FFL listings... by having their info there, a FFL has pretty much agreed to do transfers. Of course, call and arrange before blindly assuming they will, but that will at least get you started.

California laws are a beotch.

If I had a stainless mini-14 with composite stock, scope, flash suppressor, brass catcher and bi-pod I would keep in in Texas.

IF I had one. Which I don't.

I would imagine that the ones you called thought you are a BATFE snoop and are tying to catch them doing something illegal? If the gun(s) and person is out of state the paperwork should be initiated from there and the FFL at that location will know what to do and also be able to do things correctly.

As noted already many FFL holders from other states will not deal with FFL holders in CA due to the wack job set of laws we have out here. For example when I was trying to buy my Pedersoli Gibbs a few years ago I went through 4 sellers and their FFL shops before one would sell to me in CA. The first 3 thought the gun had to be shipped FFL to FFL even though it is a muzzle loader and according to CA law is exempt since it uses no cartridge at all. The last one knew what the laws were thankfully.
