Maybe and yes... Both look pretty damn sad though. Should probably be investigated at least, possibly replaced

I wouldn't go by a chart... I'd look at the breakers they are wired too. I've seen plenty of electricians just use whatever was handy...

If it's a home then it's 220 and Sidney is correct.
I see a gas line, kitchen or laundry?

I'd replace the outlets, check the breaker, wire, etc.
But if they are not used just turn them off at the breaker for now.

I agree with that.

I would not plug anything into those old outlets. Get a qualified electrician to check the breakers and replace the sockets if you ever plan to use them. If you have no plans to use them kill the circuit at the breaker.
