Uninstalling iOS 9.3?

I downloaded iOS 9.3 to my 5S, but due to the issues with the release, but I'm getting the dreaded 'Unable to Verify Update...no longer connected to the internet' message.

I realize this is a known issue that Apple is working on fixing, but my question is, can I un-download 9.3? It shows up as 'downloaded', and I'm getting 'out of memory' alerts, I think because I have both operating systems on my phone currently?

Is this possible to do? I can't find anything on the internet on this specific question.

I don't know if this applies to a 5S as I don't have an iphone, just an ipad, but when I get the download message I can go to the "Settings" icon, punch the "General" icon, hit the "usage" button which pulls up the screen with the "managed storage" button. Push that button and the downloaded OS is listed along with other items of storage. Touch the OS button and a box appears that allows you to install or delete. I always click, "delete" as I don't want the new OS. The OS then disappears and the memory is increased by a like amount.

Again, I have no clue if an iphone operates in the same manner.
