I hate to be the only non-smartass on the thread, but it's there to let the helper/caregiver know that the recipient can get assistance in his/her language. Otherwise they would have to print the letter in every conceivable language, like the the instructions on anything made in Japan. Forget Chinese made, they don't send any instructions at all. They let you figure it out on your own - thank Al Gore for the internet or I wouldn't know how to use half of the electronic gadgets I have.
