Don't recognize it exactly, but if you like that type of music check out The Mermen. SF band. Psychedelic surf. Saw them many a time back in the day.

Sound Hound says "Return from Russia/Finale" Muir Mathieson. States album as John Paul Jones and says its from 1959. Go figure
