Not eastern oaks. The black, white, red, and pin oaks in the northeast have leaves as big as your hand (but maybe not as big as my hands :-). )They are the last to lose their leaves in the fall. Some hang on all winter. Maples are a bigger problem. The leaves are large, come down fast, and can choke out a lawn in one winter if you don't deal with them.

Wait. Do you have a mulching mower? You might offer to come over and mulch his leaves for him. Chop them up real good. Any chopped leaves that blow into your property are a win for your lawn.
I have a leaf vacuum and I sometimes use it to get leaves from my neighbors. By the end of November I have a compost heap 20 feet long, 10 feet wide, and 5 feet high. It's great for my garden.

Why not put in the fence on a temporary bases during the season. Pop in some metal posts that you Can drive in yourself. String up the plastic chiken wire and see if it does the trick.
Then pull it down the rest of the year.. Cheers Richard |

Out in the countryside in Ohio, I haven't raked a single leaf in 22 years of living there. I mow them towards the ditch a few times in the fall, but come about March, after scouring winds all Winter, there is hardly a single leaf anywhere in the yard. My lawn is more for driving equipment over, than to look pretty.

My OP was unclear, this "fence" would only be seasonal, think plastic chicken wire stuff and wooden tomato stakes.

Get an ugly snow fence that you are going to put up to "prevent snow drifts", but put it up Sep 1st, and take it down before snow flies.

The oak tree in my FIL's backyard has leaves that are bigger than my hand. Ash trees, Hickory, and walnut trees have fairly small leaves

No, completely wrong kind of fence. You need more of an air impermeable barrier. Maybe some sort of electronic or magnetic wall, if a large scale solid masonry wal
Is out of the question. A series of industrial blowers sending up a wall of wind might work to keep the leaves out too. A chicken wire dome, just short enough to fit under the canopy but tall enough to walk and drive a vehicle under? Motion-activated flamethrowers. Now that's the ticket. You have to think carefully and engineer a solution to the actual problem you're facing.
