I have Windows on my computer. I have Windows Photo Viewer. I also have Paint. I would like to be able to manipulate images. Perhaps I just don't know how to use the programs I have. Windows Photo Viewer can rotate and perhaps resize or crop images, but I want to also be able to draw lines and circles. How can I do this? Free.

Try Photoscape. It is free and does a lot of things. Not sure if will do what you need, but worth taking a look at.

They are all small programs and are free.
Try them each out and if you don't get into the swing of things try another one.
It should be fun and intuitive.

It's the closest thing to free Photoshop you'll find.

Actually you can get free Photoshop if willing to go back a bunch of versions. But yes, Gimp is really powerful. Yet I will second Randy's rec.
