Why do lowered road/track cars sometimes have mud flaps?

My guess has always been if they bomb around on gravel roads, but it’s a lowered car that probably has road tires, so it seems out of place? I will admit it looks really really good. Anyways, what’s up with that?

I have always liked smaller mud flaps on almost any car .
