I'm seeing a lot of Requests for Quote for tactical equipment, gun cleaning systems, handheld radios, etc, for a lot of very different agencies. Why does the Department of State need tactical equipment (ballistic vests, helmets, tactical bags) ?

Looks to me like they're building a shoot house for training. Those guys still train at the track at Summit Pt., WV. Many times during DE's, we heard gunfire and thought it was cars backfiring. They'd always come over to watch the sessions during their breaks, but we weren't allowed to go watch theirs.
