Question Fixing a loose headlight bucket in `66 912

What would be the best technique for repairing the nearly rusted out flange in the fender so the bucket will be securely welded in place?

(I am expecting to replace the bucket anyway)

I now see that the bucket is not welded into the fender as I thought. The new bucket will be a light press fit into the internal flange in the headlight opening in the fender. As it is tapped into place in the fender, it is bonded in with a bead of industrial adhesive applied to the perimeter of the bucket as it enters the flange.
Note: for this to work, there needs to be enough flange left to get a secure bond.
