I have to remove powdercoating from a roll bar so I can repaint it. whats the best stuff to use?

Sand blasting, lots of sand blasting.
I powder coated a kart frame and then I could barely sand the powder coating off where one of the stiffening tubes slid on.

why strip? I would just scuff up and paint with regular paint.

Jim has a good point. If the powder coating is in nice shape, you can paint right over it. In fact, the best thing to do is just give it a good scuff and re-powder coat it.
If you have to strip it, I suggest using aircraft stripper gel (you can get this from Home Depot). Brush it in liberally and wait for the paint to bubble off.
