Fiberglass paint preperation

I have an aftermerket fiberglass Turbo tail which has been painted a couple different colors by POs. Some of the paint has chipped. How should I prepare this for painting?

give it a good sanding with 180 grit paper feather out the chips then prime and let dry . then prep and top coat . that is the paint like on the part ? chips how big ? are they chips ? or is the paint flaking off were the vents are ?are there cracks in the fibor glass ? i would have to see it to tell you how to repair it ! or more info .
