Paint finish is bubbling and peeling...

I found the finish, specifically on the left side of the roof of my car, blistered. I scratched at it a bit and found it clear, sort of like dead skin. No paint came up.

Excuse my ignorance, but what should I do? Wash then apply wax?

The paint is about eight years old, btw.

What you are seeing is clear coat failure. Wax won't help i'm afraid...... time to take it to a paint shop.

Can more clear coat be applied? Is that all that's entailed with this? Or are we talking about a respray?
