What is the most simple way to fix this?
I have a '74 that is pretty solid other than these two places. Right and left front fenders at the rocker panels. I know I have to cut and weld new metal. I'd say the first thing you should do is strip the area to see how extesive the rust is. It may be possible to just cut out the area around the rust and patch in a new piece. That would be the easiest assuming the rust is just in the area of the visible bubbles in the photo.

Ask someone parting out a 911 to cut this out for you - cheapest way to get the sheetmetal you need.

Look underneath that area, there should be a drain hole... see if they are plugged with something.
