Experts-what happened here??
The car has been like this since I bought it, no real history on the car. Apparently it was repaired/resprayed at some point. There looks to be 2 layers of paint and the bottom layer looks "cracked" for lack of a better word. This happens to be on the hood on the hotside (manifold/turbo) and over the battery. Any ideas what happened? Any DIY repair possible?

Lots of things it could be. The best way to correct it is to sand it down and repaint.

That is filler that had not cured before a scim of polyester was applied.
Then painted to soon. The circle is just a crap blend job. Bright side. The hood comes off in seconds , hit that sucker with Aircraft paint remover and strip it clean. If your not a body or paint man Take to a shop. . Silver is not the color to learn on. |

Thanks for the info, the filler thing makes sense now. I will be staring at it for years to come and was wondering what the hell happened. I thought maybe the repaint just wore off over time.
