Found some bondo now what?

Getting ready to strip my car and found some damage on the left fender which has been bondo'd. My question is can I leave it and paint over it or should I remove it and start fresh?

personally when ever we hit some body filler that is not ours we strip it off .
the reason is we don't know the quality of the repair under it .
another reason is if it ever becomes a problem later on it's really becomes our problem .

how ever you can leave it on the car and do your work over it .
