BMW Trunk lid rust

I have this rust bubble forming in the right corner of the trunk lid. Looks like it started where someone drilled a hole to mount the wing on the back. What's the best way to tackle this one. Paint shop says no matter what they do it will reappear. They recommend sourcing a used trunk lid and they will repaint. The car will be a daily driver / DE so it doesn't have to look perfect. Just don't want it to keep growing.

this is pretty much like the hood rust spot . a spot sand blasting cut way the seam sealer on the under side and blast that also .
the one concern is the rust under the folded over skin to the framing . not knowing just how bad that is you may need to unfold the skin on the edge a bit to clean any rust from under it .
then use a encapsulator for the between the skin and frame .
you then can just do a color blend and clear the hole panel . at the least you will get 5 years out of it before you may see signs of it coming back . if there is no rust between the skin and frame then it will last the life of the car and shouldn't come back .
