Valve Adjustment Difficulty

Greetings.
I am adjusting the valves on my 1963 Cab for my first time. Cylinder number 3 exhaust valve is pressed tight to the valve stem. I loosened the holding nut and began turning the adjustment screw counter-clockwise and it stopped after several turns without opening a gap to make an adjustment. Intake valve on #3 adjusted OK as well as both valves on cylinder #4.
Suggestions?
Thanks,
David L.
