rear bumper guards on a 1960 cabriolet

Should the rear bumper guards on a 1960 cabriolet have the exhaust routed threw them?.
Can the bumper guard that does not have the exhaust port be replaced buy one that does? Is the alignment correct on the brackets that are on the inner radius of the bumper oriented to same so that a simple swap of the guards is possible?

Yes it should if you're going for a stock look.
The ones with no holes are usually the front pieces mounted on back.
