Has anyone used Gibbs Penetrating oil to preserve a rusty undercarriage?

I've used Gibbs along with steel wool to remove surface rust on chrome. And I've used it with Scotchbrite to remove old caked on oil and rust from machine tools, and to preserve their bare metal surfaces. I also have an old Datsun that is stripped to bare metal that I've covered with Gibbs to prevent rusting.

They say you can paint directly over it, but I don't trust that. I'll re-strip before I'm ready to start the painting process.

As for putting it over an already rusted surface and expecting the rust to stop, I wouldn't. Do it right and strip to bare metal, then use a proper rust preventing coating POR 15 or undercoating. Powdercoat if the parts are removable.
