How to best restore interior metal parts

My 1973 has a a lot of metai parts inside the cabin with chipped paint and rust such as the seat rails and mechanisms, the floor plate on the "controls tunnel" etc.

How do I best restore them (or rather have them restored):
- Shall I have them powdercoated or resprayed?
- Any advice on how the metal should be treated?
- What finish did they have originally, the seat rails look like they could have been 'satin black'. The sides of the backrest joints (pictured) and the mentioned floor plate have the 'uneven / rough' metal surface quality and might have been matt black..

Kind of late in seeing your post, but hope this might still be helpful or even relevant.
I have a 73 and stripped the whole mechanism apart to clean things up. I don't advise powder-coating the hinge sides as it will ruin tolerances as well as the pebble finish. I used Naval Jelly to clean up around scratches on the hinge covers and then scotch padded the rest after cleaning the jelly off with water and some old rags. Didn't want to completely strip them because wasn't sure how the gravely surface was made. Used satin black Rustoleum paint with primer. Can pretty much use this black paint on the rails to. If it isn't quite right for you scotch brite pad the surface lightly, clean again & spray Wurth Satin Trim Black over the newly painted area. Did the same thing with the cross rod and seat pan.

I'd just have the parts media blasted. After that you can spray any sort of finish you want - from gloss - satin - crinkle, etc. You might try a couple of types of paint on scrap pieces of metal to see which finish you want/prefer.

Id just clean it really well and re grease... That original finish is only original once..

Guess the question to also ask is, what's the rest of the car look like? Would refinished seat parts look out of character or enhance it.
If the exterior is excellent to concours and if it were my car, I'd refinish the seat parts; which is what I did on my 73.5. Judging by what the leather looks like in his pictures, refinishing them looks like it would enhance.
Don't recommend blasting the hinge parts, it will remove the original texture. Best to clean it up and prime over the nicks & repaint.
The seat pan paint came off mine fairly easily with a bit of sanding (about 30 minutes each pan) using a couple grits of paper; nothing under 400-600 grit. Finish with 'damp' sanding using 800-2000 grit.
But being that this post is from 2017, the owner has probably already moved on.
