Gobs of Goo Under Front Bumper Trim

I pulled off the front bumper trim piece on my '86 3.2L Cabriolet this morning. In addition to the little plastic clips, I found these gobs of black epoxy-like material stuck to the bumper:



Can someone please tell me whether these were applied by the factory or was this some misguided attempt by a PO to re-attach the trim?
