Welding and sealing on a 76 frame

Hi,

I need to weld reinforcement panel on both sides of the engine compartment here to fit some mounts. I'll be welding in a patch of 14 gauge on both sides here in yellow. I'm also thinking about adding the RSR style gussets to the shock mounts on the crossmember.

How can you get to the inside of the frame to seal the welds to absolutely ensure against rust.

Note, this isn't my car, I just found this pic.

I would back purge it with argon or c25 if you don't have pure argon.
