Clip on Clutch Cable in Tunnel Slipping Up

I recently pulled new fuel lines, and had been noticing an issue where my clutch presses also caused a tick of grab on my accelerator. I poked into the tunnel access hole up front and found a clip on the top of my clutch cable was raising up when I fully depressed the clutch. It would then stay up, and catch on the accelerator cable.

I adjusted the path of the accelerator cable so this snagging is no longer an issue. But the clip on the clutch still misbehaves. I can easily push it back down into position, but the next time I fully clutch, it gets popped up again. It no longer impairs my driving, but I'm concerned it will cause other problems.

Any ideas on how to fix this are appreciated.

Ah, so you mean it should be rotated around the cable 90 degrees counter-clockwise?

I did some more reading and now I think I understand.
The fact that the clip was "rising up" means the original assembler inserted the pin from the wrong side. The clip should come up from the bottom, not down from the top.

More research - my comment was incorrect. The pin does come in from the passenger's side in this diagram.

So now I'm not sure what is wrong.

I always stuck it in from the left for some reason. Seemed to work fine and way easier than fumbling it in the other side.

I ended up following JW's idea of using a zip tie. It was a pain to get in there with two hands to attach it, but I got it in the end. Hopefully that is the last time I poke into that tunnel for a few years.
