clutch cable length 1973.5 T

Hi Folks,
I replaced the clutch cable on my 1973.5 T but am unable to get any free play when adjusting.
I am reasonably certain I have the cable housing mated properly to the firewall tube and I unscrewed the clevis at the pedal as far as possible. However, I still needed to lever the clutch arm toward the front of the car in order to get the end of the cable into position, resulting in no free play.
The cable housing is also routed through the hanger above the throttle bell crank.

Has anyone experienced this before? It seems like the cable is too short.
