Where does the rubber stop go on the pedal cluster?

I recently replaced the bushings on the cluster for the accelerator pedal. I also ordered part no. 901 423 193 00 circled in the image. My car is an '84 Carrera and I could not see where this "rubber stop" goes. Any suggestions?
