Torsion tube rear question

After a lot of cursing and sweating I was finally able to get the left rear torsion bar out....

Unfortunately water was able to come in and therefor there is some rust. The ring which should hold the rubber in place is only there for 1/3.

1. How important is this ring? I think it is there to get a clamping force on the rubber?
2. Should I weld a new ring in place?
3. Would it be enough to press a new ring there or use GB weld?

Your opinions are appreciated!

I would sand the hell out of that to get rid of all the rust, use a drill with a metal brush then spray paint primer then glossy ....and sorry: more cursing and sweating! hard to tell about welding a new ring ..might be a good idea, I don't know .. if you do be careful not to add too much material...
