Rear seat belts won't extend - seem stuck

Want to install some rear 3-point seat belts in my 87 Targa as the PO didn't have them there so I don't know what they looked like. I have these from a 964 that appear to work (was going to see if rear shelf will accommodate them as they are slightly different than the schematic in the manual).

However, I can't get the belt to extend out. What you see in the pic is the most that will come out but it definitely has more webbing left on the length. I can't figure out what is stuck.

Anyone have ideas or had this issue before?

The retractor body usually has to be exactly straight up for the seat belt to come out. If it's at any kind of a oh-so-slight angle.....no luck.
Try that.
It worked for me when the same thing was happening on a new set of retractible seat belts.

Install them, just takes a few seconds,
Pull on the belt with all your might for a second then let go. Then try pulling out slowly and gently. Might take a couple of tries.

I replaced mine.. has to be at a certain angle and pull nice and steady - not fast.
