Help on fuel filter/accumulator bracket please

Car is a 79 SC

Car came back from the painter with a couple bags of parts they took off. I did not disassemble this one so am having trouble figuring how it goes back together.

In the bag was this bracket and these three rubber spacers. I dont believe the spacers go with the bracket but maybe they do.



I see the holes in the drivers rear inner fender area that the bracket mounts through. However the holes in the body are bigger than the diameter of the bolts extending from the bracket.
How does this attach to the car? Am I missing some sort of bracket that goes on the back side?
Any ideas what those other three threaded spacers are for?

I think this catalog shows the bracket with the standoff hardware. I'd think the washers and nuts go on the back side. Not sure where the other bits belong.

Ya the problem is the washer and nuts that came attached to it are smaller than the diameter of the hole that is goes through so I can't quite figure out if I am missing a piece or what??

That part #11 will just slide right through the hole in the bod so wont act as any sort of stand off.
