valve inside fuel expansion tank hose?

Hi.On my 82 sc, I have the fuel expansion tank in the frunk out to replace some hoses. I see what looks like a small metal valve inside the hose that leads to the expansion tank in the fender well. I was going to replace the hose, but I am not sure what the deal is with this thing inside it, and I've not seen it on any diagrams. Any tips? Thanks!
