Turbo tie rod boot???

I am finishing up installing turbo tie rods, in the kit there were none of the circlular springs. Question: The boot fits well with the spring over the inner end (up next to the rack but after slipping the boot over the outer rubber washer (it fits fairly tightly) it is pretty clear the spring is to large to snug this down. Do you need a spring here at all? Does it just fit tightly over the rubber washer?
