What is this thing strapped to the undercarriage?

it's an AC condenser and a fuel pump....and a horn. ugh.

That looks like a Performance Aire AC condenser. They were supposed to be pretty good if the car was moving.
So what happened to the pan under the fuel pump and why is there a horn there? Looks like it has been hacked up.
