NO power to fuel pump 79 turbo cis

I tried to use search bar but could not find the way to by pass the relay. here is whats going on car has no power to the fuel pumps when I turn the key.
motor is a 79 turbo sitting for 20 years indoor

my questions are does there need to be gas in the tank like a fuel level cut off?
is there a way to bypass the relay to see if the pumps work ?
any help is appreciated I'm not afraid to read just looking for help to links or someone who could maybe help me out.

There's an over boost fuel pump cut-off relay on the rear electric panel that may be the problem. Also 2 fuel pump relays on the front panel and a fuse.

930 fuel pumps test.........

Turn the ignition switch @ ON position (not START) and disconnect the AFS (air flow sensor) switch. The two (2) FP’s should run.
