Rear Fuse Box Question
 

There are three fuses but only the top two are wired on both sides. Does this mean the bottom one is open? Also, is this source "key on" only?

I'm trying to wire up my Crane Cams Fire Ball ignition and the last two wires are marked "key on power" by the previous owner.

Normally the top red on the left is constant power and the other is switched power.
2 of the 3 fuses are internally bridged to each other on the back.
Use a meter to test.
