Seating clutch cable against firewall

I'm having trouble getting the metal clutch cable sleeve to seat fully against the firewall at the back of the car. Currently, the end of the metal sleeve sits around 15-20mm off the wall after sliding over the guide/protrusion. No amount of prying/shoving will get it to fit fully against the the wall. I'm curious because I'm only able to correctly adjust the (new) clutch cable at the extreme end of it's adjustment range.

Is this normal, or should I be investigating something that could be blocking it?
