Guidance Needed - Seat Not Reclining
 
Need a little help, 1987 Targa Turbo look. While putting on leather conditioner I folded my passenger seat back fully forward. Now I can't get it to recline, it stops at the first position which is basically vertical. I removed the plastic covers and the wires aren't broken. Next took the seat back off to take a closer look at things. Both posts that the wires attach too move up and down. Next I removed the plastic cover on the drivers seat, which reclines, to see if I could spot differences between it and the other seat but both are the same. Looking down into the metal seat posts it appears that it acts like a ratchet with the fixed section having a partial circular section with gear type notches cut into it and the seat post has some type of arm like mechanism with notches cut in the tip that seat in the other section to lock the seat back into position. I'm guessing that the arm portion is suppose to move some how. Need some help, I'm missing something on how these operate and how to fix it.
The first picture is the passenger seat post after removing the wire connector and seat back. The second picture, looking in the foreground is the drivers seat with the plastic cover removed and everything connected, the passenger seat looked the same. The last picture is the best I could take looking down into the seat post and you can barely see the fixed gear section. Again any help, suggestions, words of wisdom are appreciated.
