Rear Height Adjustment Nuts, 1985 911

Loosened the retaining nut and the height adjustment nut on the torsion plates. Not able to turn the head of the 36mm eccentric nut to adjust the height. Feels like its binding.
What am i doing wrong ?

I would jack up the car to take weight off of the suspension and see if you have any success...if not, I would suspect that the bolt head inner face has rusted itself to the spring plate...might try some rust penetrating spray and let it sit for a bit

Make sure the nuts you loosened are actually loose. Eccentric won't turn if they have any tension on them at all.
