Adding Heat insulators For Weber’s, is this correct?

Insulator on head which you can see covers cutout for cis. I realize I put a new gasket down first then insulator then gasket then manifold. My question is, is it correct for gasket and insulator to cover the cutout? Can they withstand the heat and exposure?

Old gasket on insulator. I have new gaskets which fit insulator perfectly. Just showing difference.
