yep, straight away i saw my error, I put the spring in the wrong side!

I used a bamboo chopstick to push out the pivot pin.
Yes one spring goes on the side of the housing that extends out. Clean off the oil and use silicone (dialectric) grease as specified in the repair manual.
It can shift side to side till the counter weight screw is tightened.
I show a bit of the assembly in post 43 of this thread we had last year.
