clutch pedal 1995 911

My clutch pedal does not retract completely after shifting. I have to move it about 1". Is this normal?

NO it is not normal but is very common, If the clutch is bled properly and all the bushings are in good shape you need to update the clutch lever at the pedal assy. Porsche has superseded the clutch lever 3 times, changing the clocking position slightly with each supersession.
Get a 993 423 519 03 clutch lever and this should cure your problem.
