Heater flap box cable length mystery - too short on D/S, fine on P/S

In March I replaced the P/S flap box cable with part 911-424-701-01-M260, and found that if anything the cable was slightly long. If I recall, I bent a 180deg end on the cable to ease threading it thru the conduit, then cut that off and still had enough cable to let the flap close fully.

Today I replaced the D/S cable, same part number (checked my old order before re-ordering, checked part number of cable received). Did NOT bend a 180 in the cable, used it exactly as I received it, and found that it only kisses the hole in the retaining bolt. I'd need to "preload" the flap in order to fasten the cable to the bolt, giving me unwanted heat, which is why I tore the whole mess down to begin with!

Maybe I'm missing something, but I can't see where there'd be any adjustment in this system. I tugged on the free end of the cable to see if there was slack but didn't get more than a few mm.

My car is an 87 with manual (3 position switch) heat.

Any ideas?? Failing ideas, anyone know if any of the other cables are longer?

I have the same issue for the D/S with my 82 Targa, manual heat when I replaced both of the cables over the weekend.

Took about an hour with 4 hands to finally fish the cable through the fastening bolt.

Thankfully it does not blow heat when it is turned off.

Is there a different part number for each cable?

the cable is physically shorter than the one that was removed? the generic ones from Pelican could be slightly longer. any shorter - no work, in my case.
the cable sheath is fully inside the "mount" at the trans mount crossmember area?

Heater cable guide tubes are fully inserted into the bulkhead tubes.

Cable going to the passenger side had about 2 inches extra length past the faster.
Both of the new cables were equal length.

Maybe the D/S was shortened a little bit when it was tied to the hand controls,
