I detached #3 cylinder distributor wire from the spark plugs to examine it and I found it to be covered with oil...is this normal?

No it's not. Photos please. Could be valve cover gaskets or other (many) issues.

The stem that connects to the spark plug has a black rubber section with the connector pin and a metal part. It was the metal part that was covered with oil...the rubber section covering the spark plug was dry...

Yep, likely valve cover gasket, or, loose/leaky rocker pin.
