Ride height on 85 carrera cabrio

Hello all, struggling to understand ride height measurements. I measured to fender lips and got FrontL 26 1/8, FR 26 1/2, RearL 25/7/8, RR 26 3/8. I'm hoping to achieve the much favored ride height of 25 1/2" in front and 25" in the rear. When I measured the factory way of taking the difference between the center of TB's and center of wheels I came up with FrontL 130mm, FR 128mm, RearL 3mm, RR 6mm. The factory setting calls for 108mm +/- 5mm in front and 16mm +/- 5mm in the rears.
My question is the factory way of measuring suggests I'm lower than euro spec but the fender lip measurement shows I'm higher.

Confused! Missing something? Any help would be appreciated. I took my measurement on a flat surface with 32 psi in front tires, 36 in rears.
