WUR confusion

I understand that the 1980 911 has a one year only WUR. can a later one be used if need be [81-83] if i cant find one,also im confused about the vaccum connection on the top of the WUR , my 1980 does not have a vac. line connected to it, its open. my 1983 911 has a vac. line that leads to the throttle body just behind the air box on the left. Further more i have a Porsche technical bulletin book that shows the top vaccum port as no more than just a vent and instructs how a 150mm long hose just stuck on there and bent in a U shape connected to nothing. anyone have input on this.

the vaccum port should have vacuum to it for proper operation. and the vacuum port location changes from top to side at some point...
